    DRAFT PLAN OF REAPPORTIONMENT OF DIRECTORS' DISTRICTS

    1. Background

      At the February 12, 2019 special election, voters in the Othello School District approved a ballot proposition authorizing the District to dissolve its four directors’ districts (with one at large position) and reapportion its territory into three directors’ districts (with two at large positions). This process is referred to as “reapportionment.”

      The current configuration of the District’s five director positions (four director districts and one at large) and term expirations are as follows:

    2. Proposed Plan of Reapportionment


      The reapportionment statute requires each current director position term to continue for the remainder of its existing term before reapportionment of the corresponding director district becomes effective. The School District proposes to adopt the following plan of reapportionment of directors’ districts (the “Plan”):

      The boundaries of the proposed three new directors’ districts are legally described and visually depicted in Schedule 1, which is attached and incorporated into this Plan by this reference.

      a. Director positions with terms expiring in 2019.

      Position 2. The reapportioned director district 2 will be effective in 2019 because its director position 2 term expires in 2019.

      Position 5. Director position 5 will remain an at large position under the Plan.

      b. Director positions with terms expiring in 2021.

      Position 1. The reapportioned director district 1 will become effective in 2021 because its director position 1 term expires in 2021.

      Position 3. The reapportioned director district 3 will become effective in 2021 because its director position 3 term expires in 2021.

      Position 4. The new at large position replacing director district 4 will become effective in 2021 because its director position 4 term expires in 2021. Additionally, a statutory “vacancy” occurred in position 4 earlier this year. Because the vacancy occurred prior to the candidate filing period in 2019, a successor must be selected by the voters in 2019 for the remaining two years of the unexpired term. After the successor’s two‑year portion of the unexpired term expires in 2021, the new at large position for director position 4 will become effective under the Plan.
